Take a bundle of loose fiber (Silky Straight Kanekalon braiding hair) and tie a cut-open elastic around the middle to 'seal' it.
When you're working with a full 100g pack of bulk fiber, definitely separate the bundle into a bunch of smaller ones before you seal them.
Most braiding hair comes in lengths of 48", which is a bit long for most odango. You'll want the fiber to be long enough so that you can wrap it around the whole foamcore, twice (because you're folding it over), plus a few extra inches to tuck the ends inside the hole at the bottom and seal them. For a Sailor Moon odango, for example, a 24" extension is enough, so you'd cut the 48" bundle in half before sectioning off strands and sealing them individually.
