ODANGO Tutorial - Step 8

When you've used up the fiber (or whenever you think it's necessary), stop wrapping the odango and seal the ends inside the hole with adhesive caulk or glue. Preferably clear-drying caulk, applied with a stick or a finger, so that you don't get the caulky mess on the hair on the outside.
Note: You can either seal the ends now, while the mess inside the odango hole is still manageable, or wait until you've wrapped the whole odango and used up all of the fiber, then seal it all at once. Whatever works best for you, and for that particular foamcore size and shape you're working with.
Just make sure the fiber is securely in place and does not shift when you cover it with the next layer of fiber.
