This is how I explain the cracked revelations of Hellsing: While Mina was no longer under Dracula's control, she was still essentially a vampire. So the Major approaches her, offering to cure her of her "condition" in exchange for lending him tissue and DNA samples for his own experiments. He uses those samples to create Millienium's vampires. The "cure" ends up ultimately killing Mina and the Major keeps her remains out of some twisted affection.
