Poofy Ponytail Tutorial - Step 1 -  -
Carve the desired shape out of a styrofoam block or sandwich multiple layers of rigid insulation foam.

You may want to create a paper pattern first to determine the perfect shape. (Hold it against your stubbed ponytail wig for fitting.) For most anime ponytails, an egg-shaped or pear-shaped foam block works just fine.

Carve a hole into the foamcore that is large enough so that it can be slid over the ponytail stub on the base wig.

Could an expanding foam, like something used for auto repair, be used in place of insulation foam?

I guess so, as long as it can be carved into the right shape. You can use any kind of foam-y material that is sturdy enough for whatever ponytail or hair extension you're trying to achieve
