The last weft should be glued to the inside of the hole at the base of the foamcore.

When the caulk has dried, you may use hairspray and a blow dryer to shape the fiber around the edge of the foamcore (any fine-tuning can be done later when you've assembled the ponytail wig.)

Or, instead of creating individual odangos, you could probably make a single ponytail, put foam balls inside and tie it off with ribbons. (Still, the odango tutorial might be useful^^)

Sure, you'll want to use my ODANGO tutorial and connect the multiple odangos with wire (for example) before you attach them to the ponytail stubs. Just make sure to use a pre-parted wig, or add a back part before you put the wig in pigtails and stub it.
