How did you make your neck ruffle? I'm working on a Jack cosplay right now and I really like the way that yours looks.

Yes I did.

It's technically a hybrid of the Manga and Anime(the bow at the top). It made in layers for each ruffle and the bod is just fabric folded at the middle with a strip tied around it.
