Inmate from the knees down. This is a Trustee level inmate, as he's not wearing a connecting chain and a belly/waist chain, but only shackles. He's also wearing real Chucks, which only Trustees may wear. Punks typically get high top sneakers (generic Chucks), when working outdoors.
