Thin black lace used(fabricland, $22 can per meter). Look for the one with smaller tight flower print that is very stiff to the touch and gives no elasticity. I bought 1 meter and divided it into 3 parts (1/3 meter per part). After attaching the 3parts together length wise, it became 3 meters. Depends on your waist circumference at the same level of the lowest part of the vest, times it by 3; the number will be how long the lace you need. Then measure from the lowest point of the vest(blue part) to . 5 inch below where your upper leg's inner curve (the part where it rub against each other when you wear smimsuit), that is how long your skirt will be. Then iron the pleats in one by one, sew the whole entire piece to a lace or a binding of your own waist measurement, fold the lace over and sew it in place to give the top a smooth look.
Trim the skirt to the measurement made for skirt length, make sure to be VERY careful! Once it is cut, you cannot reattach it! This material is very stiff so you don't have to worry about it falling apart. Besides, it will give that magical feeling if it is like that.
Skirt length used in the pic: 9.5 inches.
Clips were used to attach the two ends together, then hidden under the half-skirt.
The ironing took about 3 hours and sewing only 30 min. Just be patient, it will be over before you know it.
