Fan+Friend,Anna House, Sweet Rococo* and In the Starilight all have plus sized clothing.

* Sweet Rococo does have some plus sizes (to what extent I have no idea), however some girls have been turned away as the seamstress does not have any patterns that match the girls' measurements.

You might want to check out egl_plus since they have plenty of sales post that contain items that fit plus sized lolitas.
