Have you tried loosening the lacing on the back of the white dress? It looks like it's pulling, which might cause some of the bunching in the front.
I think the blouse looks cute with it!
I have a dress from Fan Plus Friend that has that same weird buttoned waist ties. The only thing I can really think of to fix it is to take off the loop and put in some actual buttonholes.

I don't think the red dress is too short on you, but it might be a good idea to shorten the sleeves.
