Cardio is great for burning fat. You said you have limited leg mobility, so try fast paced walking if you can, or something like boxing classes. The idea is to do quick, low power movements to get the heart beating. Full body movements work best, so if you jog or walk, move your arms with the rhythm, too.
If you follow cardio with strength workouts, it will increase the result of the heavier workouts, too.
