This is actually what we did in College, there were some unfortunate incidents at nearby colleges so the school staff handed out whistles to anyone who wanted them and established a protocol for what to do when a whistle was blown.
Whistles are also standard issue in my hiking groups, especially for children as it gives them a way to be found if they become lost (in the wilderness, a whistle can be heard for miles)
