sewing pleats by hand is no more difficult than using a machine, it might even be easier. The key to pleats is not the needle & thread but the iron. The entire skirt should be pressed (and I mean REALLY pressed) before a single stitch is done.
Nothing is impossible, but some things are very expensive.
