You might be able to do Sayu Yagami from Deathnote, Kagura Sohma from Fruits Basket or Osaka from Azumanga Dajoh.

Without knowing exactly what shade your skin is, it's hard to tell what characters will suit you EXACTLY. But from what you've described, you can probably pull off most characters, and I don't think skin color is the ultimate trait of any character. Unfortunately, most of the tan-er characters I can think of have very unnaturally colored hair.
