He's persistent because your friend isn't being honest.
Your coworker is not being forthcoming with what they want and thus the guy is not going to understand 'no' if Coworker just keeps beating around the bush and leaving their answer open-ended.
Coworker needs to say no.

Keep in mind I am not saying this individual hasn't crossed his boundaries with being overly persistent. But if Coworker acts as if they're interested BUT -something- then how is the guy going to know any differently?
