Absolutely, just place the right sides together, of course you should sew the waistband on AFTER you have pleated the skirt. I thought the pictures would help as you were querying about the red stripe that Sailor V has on the rim of her skirt.
Yes, though the pleats are pleated in different directions, and I made the back part exactly the same as well.
