I'd make it in two pieces, a cape from any simple Halloween costume pattern will suffice, then a cowl with a hood attached.

Simplicity and Butterick have a variety of not-terribly-complex historical -ish patterns, the Medieval Peasants (I think it's Simplicity, I'm going on memory here) set has a cowl with hood as part of the mens costume. Just make both pieces out of the same fabric.
