Thresh from League of Legends

I realize Thresh is one of the newer champions, so opportunities for cosplay haven't been much. I haven't been able to find a single completed Thresh cosplay anywhere on the internet. His costume does seem fairly complicated, but I'm really excited to give it a shot and make it look really good.
Here is a picture of the lovely chain warden:

And here is his model:

So far, I've only brainstormed ideas. I know how difficult it is to make a realistic floating skull head surrounded by flames, so I was thinking it would turn out more like this:

With the skull like a mask sitting atop the head, except I'd like it covering my eyes as well. I was considering painting around my eyes with very bright green glowing face-paint and glitter, maybe some dark liner, and purchasing contacts like these:

For the startling, glowing eye effect.

As for the flames, I was thinking of using silk flames colored like his and blown by a small battery-operated fan hidden in the collar. They have a lot of Halloween and decorative braziers done like this:

For the collar, I was considering being really "creative" and using a deep, plastic umbrella for the base, which I would cut and paint and decorate and probably cover with the same fabric the coat is made out of.

As for the bones, spiked gauntlets, lantern, chain, and scythe, I think I'll worry about those after getting the head-piece situated. I realize they would require a lot of sculpting and such, so I plan to read up on tutorials. Please link me to any and/or share your ideas and tell me what you think of mine.

Thanks!
