Nope. Huge beehives like that are usually done by attaching either foamcore and extensions, or a second wig on top of your base wig.
You can tease short fibers to make them stick out quite a bit, but the longer the fiber, the more support you'll need at the 'roots' to make it stick out (its own weight will pull the fiber down.)
So you could layer the wig in the back and blast the roots with hairspray to fake a little volume, but it will be a far cry from the outrageous hime gyaru look in your reference o_o
Plus, the wig may be too thin to style properly without revealing the undermesh, it looks like it's meant to be worn down, not to be put into an updo or spiked and teased.
