Hmmm....What does all that have to do with photoshopping?
I find nothing wrong with completely changing the scenery using Photoshop. I don't find it "going overboard" to do so. Sometimes the location of cosplay event has very limited to no good options for a nice background. A viable solution can be to make sure the lighting looks reasonably good, and then cut them out from the boring or tacky background. If it is handled with well-crafted photoshop, the results can be stunning. We, as photographers, don't need to be purests, unless we choose to do so.
Regarding taking good photos being 90% taking the actual picture, I think this percentage can vary greatly. Some of my photos had good elements to begin with, but lacked much in color. Getting perfect colors in the camera is sometimes impossible to make perfect on the spot. There is so much that can be done to enhance colors in post with a few clicks on the computer, it makes little sense for me to slow down the process of photographing cosplayers. Removing distracting elements can also makes a big difference. Sometimes the end result turned a very mediocre photo into something grand.
Photoshop is merely a very high-tech version enhancing photos using old-school darkroom techniques. Of course it also combines photo-retouching to its tools.
Taking the photo can be just the tip of the iceberg to what it can become!

Well, obviously the beautiful girl should be photographed with the good camera. Just kidding, there are good qualities in both brands.
