Ooh, I have some to contribute! Brother from FFX has a very tanned/bronzed complexion. Also, Dona and Maroda from FFX have medium toned skin. That's all I can think of right now, for whatever reason. -has been replaying FFX over the past couple of days-

Just going to add all those from Hetalia I can think of, since most characters from the other anime I'm familiar with have already been added.

Male:
Spain (Hetalia, manga) - medium
Greece (Hetalia, manga) - medium
South Italy (Hetalia manga) - tanned
Turkey (Hetalia, manga) - medium to dark
Egypt (Hetalia, manga) - medium
Cuba (Hetalia, manga and anime) medium to dark
The Asian nations, including Japan, South Korea, China, Thailand, and Hong Kong are all tanned. Japan and China appear in the anime and are major characters, the rest are manga only.

Female:
Taiwan (Hetalia, manga) - tanned
Seychelles (Hetalia, manga... I guess?) Her skin tone seems to change each time she's drawn, but she is an African nation, so probably medium or dark
Other African nations, including Kenya, Uganda, Zimbabwe, Botswana, and Ghana, all of dark skintone, who can be seen in the concept art for the hetalia game. So I guess manga?

I saw that you haven´t these characters on the list:

Zasalamel from Soul Calibur
Pico from Magical Starsign
Balrog from Street Fighters
Marik Ishtar from Yu-Gi-Oh!

Then all the characters from Dynasty Warriors and Samurai Warriors are light-skinned/tanned (chinese/japanese).

It depends a great deal on the reference.

In any case ~ he's still blonde, blue-eyed and likely meant to appear Japanese (or perhaps caucasian) with a bronze tan. For the most part I've tried to keep characters who seem to be darker only on account of summer/sports tans in the lighter category (unless they're ~really~ dark).
