Caitlin (Pokemon Black and White) Cosplay Help!

I'm pretty new to sewing, and I'm planning to cosplay Caitlin from Pokemon Black & White this year at AX!

I need help on making the hat, dress, and the cape/jacket thing she wears on top of her dress!
Are there any sewing patterns that are close enough?

I'm sorry, but I was able to find only one reference picture of her:

Im assuming from the pic that its the dress and the cape and hat.
Dress and cape should really be no problem. I would think most fabric stores will have patterns for that or something fairly close to it that you can alter.
And if not Ebay/etsy is a good place to look for patterns also. Though i find with etsy ppl dont contact back fast enough if at all. u_u
that being said the hat i would think if you cut out large almost triangle like shapes to make the over all shape and stuff the inside with polyester stuffing ( like they use in teddy bears/ got it at walmart )that should hold the shape and just close off the bottom inside. Just an idea.
