Lithium, I remember when I worked in cosmetics the best suggestion we had for intense eyeshadows that worked when wet as well for an intense color was Milano ("baked").

However, this is metallic, so another one without metallics that was strong (not made for wet to dry but extremely intense) was L'Oreal HIP.

Just suggestions. I used to wear intense colors and these were bright, long-lasting, etc.
I don't know if it'd fix the issue at all since it seems the dark hairs show through no matter what...either way they are also just pretty eyeshadows LOL

I can get darker colors with NYX lip or eyeliner pencils. There pretty cheap on ebay, I've been able to achieve blue's and greens but I did try pink once and it didn't show up at all.

i use liquid eyeliner colors because my mom was scared for me to try the glue and paint thing,plus they also say its not to safe with acrylic because it has some toxic, so i just use wet n wild liquid eyeliner colors because there cheep n its good

im going to be using a light blue n i have black eyebrows n it worked fine u should also get a brush thingy like this below to make it look more natural ill color my eyebrows to show u if you want?

I have no eyebrows so its pretty easy for me.^^
But when I do others makeup and have to color in brows i use a white eyeliner and start from the outward 'back of the eyebrows (?),' and go over again starting from the front so the brows are slick back and then i go over it again with the pencil liner of whatever color i wanted /or liquid liner.
Theres this concealer made to hide eyebrows too,don't know whats it called though uu;.
and theres this other technique with elmer glue over the brows, concealer and then the color eye liner.

Ive seen people using glue to flatten their brows and then concealing it with concealer. Makes the brows disappear. Then use a matte or not too shimmery eyeshadow to color your brows. I have yet to try it. XD
