To be "tone" you have to have a certain amount of body fat
(some people say you have to have less than 10% body fat to
really notice the muscle fibers).
As for losing fat in the thighs and stomach you have to go on
a diet and exercise.
A lot of women I know think their legs are naturally muscular or some
shit when its really mainly fat. If you can pinch the fat in your inner thigh
then you can tell if it is mainly fat or muscle.
The right time to tone is whenever you've built a sufficient amount of muscle.
So build muscle first then cut down later.
