@ Lithium: Here's a pattern that would work. Specifically Views A and B. You can alter the waist band to look like hers, and add a second skirt layer.

It seems that the long skirt and the top skirt are attached and it's not a wrap around style that ties on one side. At one point in the series her skirt get's torn up the side and it shows the top layer tearing along with the bottom and we never see any sort of tie or knot that would indicate the top skirt is detachable.I figured what I'd do was create the bottom skirt using the way Sakura described, then attach the top skirt and make the band separately and sew THAT on top of everything.

I am honestly not quite sure how to even use a pattern :/

Skirts are pretty easy, buy some cheap fabric to practice with. (clearance top sheets are good practice things). Especially if you've never used a sewing machine before

I've heard it as both "rabbits rabbits" and "white rabbit" as well. If it is the first thing you say aloud when you wake up on the first day of the month it is supposed to give you good luck all month. According to Wikipedia, no one knows the exact source of the superstition except that it is British in origin.
