Okay, so I cannot find any cosplays, tutorials, or even a layout of the Team Plasma grunt cosplay. Besides the boots and the black tights underneath, I need to make the hood/sleeves, the white apron thing, and a way to make gloves if possible. Has anyone had experience with this costume of one similar to it? It would be much appreciated if any one has ideas or suggestions. Thank yoooouuuu!

As I can't really say much about the actual construction, I'll try to be helpful ^^''
How big is your budget by the way? If it's quite reasonable then I suggest looking for a commissioner on this site to commission the hood and sleeves, apron and gloves and make the boots and black tights yourself as you said you could.

For the gloves, you can modify a pair of Darth Vader gloves from a party/costume store by putting in stiffer fabric on the inside, to get that bulky look, and then paint the top somehow. For the apron, it's really a talbard- those tunicy things knights wore way back when. The entire outfit is similar to that, so Googling chainmail hoods and the like might get you some ideas. Talbards in general are super easy to make- it's just two big pieces of fabric sewn together at the top. The black band would be simple, too- probably just a rectangular belt.
