How do you make half of a hoop-skirt?

Hi, I've been needing some advice/tips/ anything on how to make half of a hoop skirt without the front part of a cosplay. I've looked everywhere online for tutorials for this specific hoop skirt and none have worked for me. I plan on cosplaying as a Warlock from Granado Espada and this is how the costume looks like (the second one on the bottom)....

When I made the broken hoop for my Chii skirt, I used a large wooden embroidery hoop that I cut a section out of and then sewed into a skirt to keep the shape. Because it's wood, it kept it's shape really well but I'm uncertain that it would be big enough for that cosplay. Because the bottom is so large, you may wish to build a cage that will hold up under it's own weight, which is what Shushuwaffelz did when she built her costume.
