Mad Moxxi Hat- Help needed!

I need some help with the construction of Mad Moxxi's hat (from Borderlands, for those who don't know)
I'm new to any kind of craft-type stuff, so the easiest possible way to make this would be good.
As you'll be able to see by the pictures I'm attaching, the hat kind of just sits on the top of her head.
I haven't been able to find a hat like that online, so how would you guys suggest I go about making one?
I also don't know how to put the red material on.
So some advice would be appreciated xD

1. make it out of red felt and no application of color later will be needed
2. it's a Top Hat, I'm sure someone somewhere has a tutorial on the basics of making a top hat, just make it the right size to sit on top of your head (probably about 5" in diameter).
3. put loops of tiny ribbon inside the hat brim, at least 3 of them, these you will use with bobby pins to hold the hat to your head.

Most people cosplaying her make the hat just big enough to wedge onto their heads.

I agree, it's a fairly simple top hat, but if you use a top hat pattern you will need to modify it so that the top is actually larger than the bottom instead of straight up-and-down.

I'm not sure where you're located, but I got mine in canada at a Party Stuff store. it was a red satin mini top hat and I just attached the card and striped band myself. for 10-15 dollars, it saves a lot of hassle.

I made my Moxxi hat out of craft foam and left over fabric from the dress... To get it to stay on my head I attached a headband to it that stays hidden by my hair.
