I have at least two costumes where, rather than permanently alter my nice black boots, I've taped fabric or leather strips down with electrical tape. I find it peels off pretty cleanly and easily, and it blends into the boot better than clear tape would.
You just have to finish the edges of the decoration so it looks neat and tidy.
