I think you're talking about the Vivienne Westwoods shoes.
 I believe they're discontinued but there are plenty of knockoffs. Google around with Vivienne Westwood, Lolita, wing, shoe, sandal, etc. :B

I love the detailed wings, but I usually avoid open-toed shoes/sandals. ><
