Simple billboard with gap

I am looking to build a minimal costume with a flat front (shoulder to mid-thigh) with holes and devices in it, but about 4-6" out from my chest so that I can manipulate controls behind the billboard.

I am not sure what materials to make it out of or how to ensure the gap and costume are stable, but also lightweight enough to stand around for 2-3 hours (possibly with the board on my back some of the time). I think I want something that hooks onto my belt at the bottom. I am not sure about how to attach the shoulders.
