Most people would be around 6-7 heads tall. I am pretty sure Sailor Pluto is like..9 and a half heads tall. Even chibiusa has long slender legs. Keep in mind that she's meant to be 5 years old at the introduction to the series, in the anime she seemed to be made a bit squatter but here's her with Usagii in the manga art style:  True that she may have aged chronologically with the series (IE: one year in the series=her aging 1 year) but for someone who's suppose to be pre-pubescent she's got the legs of a deer. Even in this slightly more age appropriate looking propotioned picture her limbs are spindly:  I love me some Sailormoon, and I like the art style, but it's always kinda had this air of lolita-fetish to it for me and I think the characters having obscenely long spindly legs is what makes it.
