I'm starting on this cosplay soon and I will be basing my cosplay off of this dress and the accessories: http://baosea.com/1/shanchahua/38.jpg
1. What fabric should I use?
2. What sort of pattern should I look for?
3. What should I do for the details(like the little "+'s" and the belt under her bust)?
4. How could i make the bracelet and necklace?
5. How can i make the little hair ties?

1) id look for a light weight fabric light a light weight cotton for the top
2) look for short dress patterns. its pretty much just a long shirt dress
3)u can glue on pieces of black fabric in the shape of the pluses w fabric glue and then id use black ribbon for the "belt"
4)ud have to make the flowers prob out of fabric and then add them to ribbon
5)its black/red lace so i prob cut it out in a somewhat flower shape and then cut a small circle in it so that the ponytail clip can clip through it
