I need help figuring out what type of fabric would work well with this outfit Anything will help! I know what type of fabric I'm going to use for her arm things, her socks and her red skirt of course but her top and her white cape/skirt thing she has is something I don't know :/

I'd use a simple plain weave or twill fabric: trigger, broadcloth, etc. There is so much detail on the surface that you don't need the base fabric to be spectacular, only of the right weight and substantial enough to support all the trim & detail applied to it.

I agree; I once did a rather similar uniform, and I use a medium-heavy weight cotton twill. It's thick enough to provide good coverage (as in, not see through, as cheap cotton plainweaves or broadcloths often can be) and drape, but not too heavy.

Another option would be a white wool suiting, but that is likely to be somewhat more expensive.
