I am so severely lost. I'm looking for a tutorial or method on how to correctly make the ruffles of this dress. I've seen one girl do it perfectly, but did not get the chance to find her online yet.

Would love some help on how to make a tale for the image below. It seems the tale is kind of dragon like and I was hoping I could get the tale to move..something like http://youtu.be/xlpDSnK7mZw but not sure how I would go about make that nor how to cover it up after the skeleton is made.
Plus if you have advice on the horns and claws, that would help as well. I have an idea of what I want to do...but I would love advice. ![]()

I was wondering how to make a floor length dress, such as this one? I've been having a hard time trying to think of something for this. how would i get it to fit a hoopskirt and the whatnot? Thank you! If you have any tutorials and patterns that would also be great!
