11eyes sleeve end?

Are you talking about up the top? If so, that's called a mutton sleeve. If you google it there will be tutorials all over the place.

If that's not what you're talking about, I'm clueless.

The cuff is very specialized, I doubt there is a pattern out there exactly like that. Essentially it's a curved end instead of straight, with a lot of applique.
Nothing is impossible, but some things are very expensive.
