Is this okay?

My husband and I entered our costumes in a contest in 2011 and didn't win any thing. We're remaking most of the costume (wig, armor, props). Is it looked down upon to enter the costume again at a different convention?

You should be perfectly fine since the costumes didn't win an award. It's only frowned upon when you've won a major award before with the same costume, especially if you go from entering it the second time at a smaller convention than the one you previously won at.
