Help on Emperor's New Groove Kuzco costume

So I want to cosplay Kuzco at a con in a few months and I'm pretty confident I can figure out most of the costume but there are a few parts I wanted to get some help/suggestions on.

First, the coil/train thing on the back of his outfit, I'm thinking about using wire to give it the shape but if anyone has a better idea or some tips on how to do that I'd be glad to hear it. I'd also like to make it detachable if possible to make it easier to travel with.

The second thing I'm having trouble with is the crown, I've thought about a few ways to make it but so far haven't come up with anything solid, I mostly just want the crown to be fairly light-weight so any help on that would be appreciated.

Other than those things I'm pretty sure about how to make everything, I'm probably gonna use a light cotton for the outfit itself but I'm open to suggestions. I'm not on a super tight budget but I would like to keep it as low cost as possible, any tips on the costume in general are greatly appreciated!
