I'm making a previous cosplay better. And one part I need to fix is the hair bows. In the anime of Fate/Stay Night, Rin Tohsaka(the cosplay I'm doing) has her hair ribbons sticking up. How would I go about doing that? I was thinking a wire, or something that makes the ribbon stiff (I think it's called starch spray?)

Pictures help, especially pictures of what you already have.
Starch is handy stuff, you can get a spray or a liquid concentrate and dip your fabric in it. It can dull fabrics if it's too thick, but it also washes out for another try. The key is yo have something for your starched ribbon to dry on that will get you the final shape you want. big wads of aluminum foil can work, depending on the size.

Or make them out of a ribbon that already has wire in it.

I've sewn animal ears and lined the inside edges with pipe cleaners. You could probably cut off the fuzz of a pipe cleaner and insert it into the bows when you sew.

I would suggesting filling the ribbon shape with some wire to help make it perky. This will also enable you to mold the bow into any shape that you desire.
