Magi Sakura Kyoko sleeves/armwarmers

Which way would be the best way to go about those? Buying arm compressors and adding the cuffs individually or trying to draft out a whole pattern for them and constructing them myself? The latter would be cheaper, but the former would be much, MUCH more convenient but a little pricier.

If I were to go with the latter, I'm more worried about the fact that they won't stay up and I would think it would be hard to work with stretch fabrics, especially dying them.

I would actually like to have the arm warmers be off-white or at the most light grey as sampled in the reference for Kyoko.

Reference pictures will help with the construction bit. But for the part where you are worried about them staying up, get a bottle of It Stays roll-on adhesive. That stuff really works to help hold up gloves and stockings and all.

Also I did this when I made my leggings for Xmas Sora:
As you can see they look like stockings with ribbon..Well I hand made those stockings..I made them the same basic way you would make those..You take all the measurements and create a pattern. You can make it easy by cutting them all in half, then folding the fabric in half and saving some time lol Depending on how much stretch you have you will need to make it SMALLER then the measurements you have..The stuff I used (don't remember the name) has about a half an inch stretch to it one way but nothing in the other..so I made it so the stretch went left to right, I made them about an inch or so smaller then my measurements..They are a bit tight, but that makes them stay without using anything to hold them up..They stayed the whole time I wore them (a good 3 hours) without ANY problems. Then you should be able to make the cuffs youself and just slip them on..If you want the cuffs to stay in place, a little velcro on the inside of the cuff and outside the arm sleeve thing should fix that problem
