I noticed that Taihaku from Samurai Deeper Kyo doesn't seem to be on the list. Here is a part of a manga page showing him.

Here are three more people all from Soul Eater. First link is Dengu Dinga the African Death Scythe (left) and Djinn Galland the Middle Eastern Death Scythe (right). Dengu Dinga would fall under darker and Djinn gallan would fall under medium. Second link is the Meister of the African death scythe Alexander, he would also fall under darker along with his fighting partner Dengu Dinga.

This is very helpful. I've compiled my own list of female characters with tan to dark skin and I've noticed some of them aren't listed here. When I have time I'll make sure to post my list.
