Talking Upturn at bottom of Skirt Help!

I am planning on doing a cosplay for Ikra from Samurai Jack and I have everything pretty much figured out except the bottom of the skirt.

Some reference images

Ikra Skirt Basic Front

The back

The back flowing

and a quick sketch I did of the costume.

I was thinking of doing three "up flairs" on each side and to get the shape maybe use 14-16 gauge wire. But I'm not too sure out it will all turn out.

So any better ideas out there? Has anyone done anything like this before and can offer some advice?

Thank you so much you are all wonderful
