How to make gravity defying curls?

A friend of mine is wanting to redo her first cosplay (1st Lt. Rip Van Winkle from Hellsing Ultimate) and is stumped on how to replicate the long curl in his hair.

She mostly wants to know about how to do it with actual hair, but info about doing it with a wig is helpful too!

I would do what others do to make ahoges (for Hetalia as an example) use wire as a base (so you can attach it to the wig later) and use fabric glue to put hair on the wire.
