What to wear to a ball?

I am going to Katsucon and i would like to go to the ball they are having but I don't know if the dress I would be wearing that day is formal enough.
Any changes I could make to make it a little more formal? Please let me know.

Just covering the front of it I think. Looks formal outside of the lower part of the body seen through the skirt.I would guess a clip-on or something fabric that looks formal to cover there would be great. I can already tell you those boots will be a no-no at the door if they see them.

Cosplay 1: Sailor Venus (Commissioner failed to make 4 month deadline)
Update: August 10th.... still nothing.

Reality: Recycled or no cosplay at all. Got to love commissioning! Thanks everyone!! Serious thanks to Dulcinea, who actually made the deadline for the accessories far in advance and of outstanding quality. Sucks they won't be used.

I think most of it is okay. Most cons will want your knees covered though. Some are lenient and will have it just short of reaching the knee. You can make another set of bloomers (atleast they look like it) slightly longer or you can also make a skirt that would match with the outfit so instead of bloomer it would be a skirt so it would still look kinda like what the character is already wearing. The boots you have to change though.

You could always make a longer underskirt piece in front, that's more fitted to your body! If you did it in a contrasting colour to your overskirt part (the part on the hoop), it could be a really nice pop!

Can't wait to see you all there!

It looks like you also have some significant cleavage showing? I can't tell, but that is definitely a no-no for a formal ball. If the top is a definite part of your outfit, I'd wear a nice undershirt with a pretty design or some lace to cover up your assets. d:

http://www.katsucon.org/programming/formal-ball/ The ball rules seem pretty straight-forward.
