I would like to mention the Bunka Fashion College textbooks. The first volume talks some about pattern drafting and gives you the pattern for my personal favourite sloper. The method of pattern drafting I employ always starts with a sloper to ensure a good fit. The downsides are that there is only a female version of the sloper and the books are kinda expensive.
Both books you listed have good reviews on Amazon, and they're not too expensive, so probably either would be a good bet. Pattern-drafting is difficult, though, and time-consuming. It's a whole lot easier to modify a pattern you already have. The problem with a lot of pattern-drafting books I've seen is that they don't really cover methods for drafting...how shall I say this...specialty patterns.

It's not a book, but I used this method for all the appliques on my Fai Fluorite and Seth Nightroad cosplays. And then some. You can find a lot of other really good methods by doing a search for applique tutorials on Deviantart.
