Madoka Uniform - Help!

Hi there everyone!
I need help with making the school uniform from Puella Magi madoka Magica!
Any help please?

Looking for a pattern or something of some sort

For the skirt, I recommend Cosplay Chronicles's pleated skirt tutorial. It's a basic overview and break down for how to make a pleated skirt with different types of pleats. For Madoka's uniform top, you'll more than likely have to alter and draft a pattern based off of a simple long sleeve or a jacket (by just laying out the pieces, but cutting the two front panels as one piece instead of two with a zipper). For the sleeves, I think this site might help SheSewUnusual's blog shows how to get that small puff in the sleeve that you can alter to get that uniform puff. Use bias tape for the neckline and the bottom. You'll be able to easily add any lace as well.

If you're not planning on having working pockets for your uniform top, it'd be best to just make mock ones. If you also sew a small bow from the same material as the top, you can attach it to the back.
