Shiny Whimsicott backpack
im planning to make a backpack version of this pokemon for my costume:
shiny whimsicott, but im kinda stumped on what material to use to make the giant cotton ball look like a giant cotton ball? i plan to fill it with loads of stuffing and a slim zip pocket for convention tickets etc. i have a teddybear im modifying to make the little brown body.

i googled minky before and it looks a lot like plushy flannel fabric. im after something with long hairs that felt together when brushed so that it resembles cotton candy.

Have you considered looking into using felt, and then needle felting roving into place to give it a more fluffy texture? It would be way time consuming, and would essentially ask that you learn a secondary craft... But look up some tutorials - it may give you the look you want? I know I've seen some pretty fluffy things come out of different felting techniques.
I can't say I've seen a fabric that will do that naturally, just from long fibers, and still look good - not like a stuffed animal that has had the fluff loved out of them... The minky may be your best bet - it does have a plush, soft look - maybe not cotton candy, exactly, but it would still have a fluff to it?

thanks for the suggestion, i might look into roving for future projects but iv only got 2 months (probably less) to do 2 props so i guess i might have to go for brushed/hairsprayed fur fabric or something. Maybe i should just opt for something short and fuzzy, it might not look as bad as i think...

I can tell you right now that hairsprayed and brushed fur isnt going to give you the look you want. This guys hair was hairsprayed: http://www.cosplay.com/photo/1565630/

You could try poodle shag? I don't think it would felt together, but brushing the fabric a bit might give you a fluffier look.
