Getting a Ponytail to Stick Up

Hey!
I'm cosplaying Korra from Legend of Korra soon, and I'm having hair issues. I made hair tubes, and I can get the hair in the front to cooperate, but the high ponytail isn't working. It keeps falling back or to the sides. Does anyone have ideas on keeping the hair sticking straight up?

Red Cluster use thinner gauge craft/floral wire for hers.

Wire will work. For my Kongiku ponytail/hair loopI made a pretzel shape out of the wire to make a base, with the two tails make longer and pointing up at 90 degree angle. The tails where then inserted into the the ponytail base to support the weight of the ponytail.
