How do I get a gelled look?

So I need to get a wig for Oz

It will usually be hidden beneath his hat, but his hair is gelled and kind of has the "wet look".
Gel doesn't work the same way on wigs, though, correct?
So how should I go about styling such a wig? I was thinking about going with the Benny from Arda.

Pomade, the wax based type will do it.

I would actually get a slightly shinier wig (like from Epic Cosplay) and then "gel" it as Ani has suggested.
So you can still get that gelled look without it being nasty
