Big, ruffled Chii dress!

Hi everyone!

I'm currently planning on making this dress for a Chii cosplay:

On the picture the base of the skirt doesn't seem very ruffled and fluffy, and to me it looks like the fabric is kind of fancy and silky. But if I sew this in a silky fabric, I imagine that the dress will droop flat down, if you know what I mean?

I wish to do something fluffy like this Chii dress, but with a slightly shiny fabric:

And I also do not know how to make the ruffles that big and "flowy" as the layers are very long. Anyone that has any ideas?

I thought of actually trying out with a thin, silky fabric and then "fluff it up" with tulle skirts. Do you think that'll work?

I'd really appreciate your help! I'm not super experienced in sewing long gowns. Or well, cosplay in general, haha! (But I'm LOVING that detail in this dress!)

Thanks a lot!

Near as I can tlel, the site doesn't allow hotlinking. You could probably go for a cotton sateen and then use horsehair braid on the edges, which is what a lot of Clamp-ers used to achieve that unrealisticly puffy ruffle. Here's a tutorial for such.
